You may only change to a Tax ID or EIN if you previously registered with your SSN. In other words, if you wish to update your USDOT from an individual to a company or organization, you may do so, but you will need to provide proof of ownership. Since USDOT numbers are non-transferable, you will not be able to change the EIN or Tax ID to a different one.
