UCR fees may be different because they are based explicitly on fleet size. If you expand or reduce your fleet prior to the next registration period, you may incur smaller or larger fees based on the number of vehicles.
The UCR Administration also has a maximum amount of money they are able to collect, so if they exceed this statutory limit one year, they may be forced to adjust the fees to balance out the numbers.
