BOC-3 stands for “Blanket of Coverage.” This is a filing that designates processing agents for each state in which a motor carrier will operate. Carriers are required to have a processing agent for every state in which they will do business and ensure the agents’ information is listed within the BOC-3 filing. The BOC-3 will include information for all process agents. You cannot file a BOC-3 / Processing Agent for each individual state, it is one filing you complete which lists all states.
